Mortgage reforms - Important points

As of December 15, Canadians will find it easier to buy a home, thanks to two new reforms implemented by the federal government. These measures will raise the ceiling on mortgage loans and increase the repayment period on mortgage loans.

In this article, our Montreal real estate brokers explain the main changes that will help Canadians acquire property.

Housing plan and mortgage reforms

In recent years, the dream of owning a home in Canada has become increasingly difficult for many Canadians, especially young adults. To remedy this situation, the federal government has announced the construction of 4 million new housing units, as well as the introduction of two mortgage reforms as of December 15, 2024, which are just some of the initiatives being put in place. Federal Finance Minister Chrystina Freeland has announced that these new measures are designed to create intergenerational equity. The new mortgage reforms consist of:

1. Increase the price ceiling from $1 million to $1.5 million for insured mortgages.
2. Extend eligibility for 30-year mortgage amortization to all first-time and newly built homebuyers.

“We’re raising the ceiling on insured mortgages to take account of property prices in more expensive cities. Also, people who buy a property have more time to repay their mortgage. […] These are measures aimed at creating equity between generations.” – Chrystina Freeland, Federal Minister of Finance

Price ceiling increased from $1 million to $1.5 million for insured mortgages

Mortgage loan insurance is mandatory when you want to buy a property with a down payment of less than 20% – the guarantee covers down payments between 5% and 20%. This guarantee allows Canadians to obtain a mortgage of up to 95% of the price of the property, at a reasonable interest rate, even if the down payment is lower. This will provide stability to the mortgage market, and also offers protection to the lender in the event that the buyer is unable to make mortgage payments.

At present, mortgage loan insurance applies only to properties of $1 million or less. However, as of December 14, 2024, mortgage loan insurance will be eligible for properties up to $1.5 million. The amount attributed to mortgage properties ranging from $1 million and under had not been modified by the Government of Canada since 2012. By increasing this limit, the federal government is adjusting the housing plan to current financial realities and market prices. This reform will enable more people to qualify for mortgage loan insurance.

30-year depreciation eligibility extended to all first-time buyers

As of December 15, anyone buying their first property or a newly-built property will be able to amortize their mortgage over 30 years. For a property to qualify as new construction, it must not have been used as a residence before. To qualify, you must meet one of the following criteria:

1. You have never previously purchased a property;
2. In the last four years, you have not occupied a property that you or your spouse owned;
3. You have recently experienced the end of a marriage or civil union. To this extent, the regulations adopt the Canada Revenue Agency’s approach to the Home Buyers’ Plan. This program allows you to withdraw funds from your Registered Retirement Savings Plan (RRSP) to buy or build a home.

These two reforms have two main objectives: (1) to enable buyers to reduce their mortgage payments on a monthly basis, thereby making home ownership more affordable, and (2) to encourage the construction of new buildings. To be considered a new property, the real estate must not have been occupied for residential purposes.

Did you know that subsidies are available for work to improve your home’s ecological footprint?

This week, Jean-Vincent, residential and commercial real estate broker with YE/SARRAZIN, presents 5 programs available in Quebec to help you improve the energy efficiency of your property.

Hydro-Québec's Logisvert program

Hydro-Québec’s Logisvert program grants subsidies for various energy efficiency measures, such as :

– Roof insulation and caulking to limit air leaks (Get up to $1,500) :
– The purchase of an induction stove (Get up to $250) or a heat pump dryer (Get up to $250);
– Installation of a heat pump for heating or cooling.

For example, Hydro-Québec offers financial assistance of up to $6,700 for the purchase of a heat pump. The amount of the grant may be higher, depending on the efficiency of the appliance. However, all interested homeowners should check whether the heat pump model they wish to install is on the list of eligible appliances. In fact, this subsidy could reach up to $22,000 if homeowners install a central heat pump combined with a heat storage unit. 

This program can be particularly advantageous, as heat pumps can reduce energy consumption and cut heating costs by up to 40% during cold weather.

Eligible properties include single-family homes, semi-detached homes, townhouses, condominiums, multiplexes and apartment buildings with 19 units or fewer. In addition, apartments located in a 20-unit residential building are eligible.

The federal government's CAMT program

The Affordable Conversion from Oil to Heat Pump (CAMT) program offers homeowners heating with oil the opportunity to switch to an electric heat pump heating system. This switch can result in substantial savings, with reductions of up to several thousand dollars on their heating bills. In Quebec, financial assistance is available up to a maximum of $10,000. Eligible properties include: single-family homes, townhouses, mobile homes, permanently moored floating homes, low-rise multi-unit residential buildings (MURBs) and multi-use buildings. However, to be eligible for this subsidy, you must meet the following criteria:

– Household income must be at or below the median after-tax income for the province or territory in which it resides (for example, in Montreal, it was $96,000 in 2022);
– The maximum eligibility threshold for a two-person household in Quebec is currently set at $78,775;
– The heat pump selected must be on the eligible list.

Did you know?

Heating oil is a non-renewable fossil fuel whose combustion generates large quantities of greenhouse gases. In fact, the Quebec government has banned the use of this type of heating in new construction as of December 31, 2021.

The provincial government also offers financial assistance to homeowners who wish to carry out work affecting insulation, building airtightness and the replacement of doors or windows. Dwellings eligible for the program include houses, duplexes, triplexes and multi-unit residential buildings, provided they do not exceed three storeys above ground and have a footprint less than or equal to 600 m².

To qualify for this program, you must request an energy evaluation of the property before any work is carried out, and a second energy evaluation after the work has been completed. Generally speaking, the more the work improves the airtightness of the building, the greater the amounts offered by Rénoclimat. For example, for changes to roof or exterior wall insulation, the amounts range from $50 to $3,750. For doors and windows, the financial assistance is $150 per gross opening.

The federal government's Canada Green Housing Loan

The federal government is also offering an interest-free loan of up to $40,000, to be repaid over a 10-year period by the homeowner. To qualify, applicants must have their property appraised before work begins. Work already completed, in whole or in part, is not eligible for the loan. As a general rule, the loan is paid out once the work has been completed. However, in exceptional cases, a portion of the loan may be granted prior to the work, to cover installation costs.

Municipal programs

In addition to the four programs mentioned above, several other municipal programs are available throughout Quebec to support energy efficiency work. It’s a good idea to consult your municipality’s website before undertaking any work, to find out what financial assistance you may be entitled to. In Montreal, for example, the RénoPlex program offers various subsidies for owners of 1 to 5-unit income properties, such as:

– 500 for the installation of a planted surface or honeycomb paving ;
– Over $9,000 for the installation of a watertight garage door;
– 352 to repair a crack;
– 88 per square metre for the installation of a green roof.

In short, there are a variety of programs for property occupants in Quebec, offering considerable benefits. However, it’s essential that homeowners take the time to find out all they can before starting any work, to ensure their eligibility and maximize the benefits of available subsidies. For a more precise analysis, real estate brokers have structured their observations into three main categories: single-family homes, divided and undivided co-ownerships, and plexes (2 to 5 units).

Analysis of real estate statistics for Montreal neighborhoods

Plateau-Mont-Royal

Single-family homes

In the Plateau-Mont-Royal district, there was a significant drop in the number of single-family properties, from 5 to 4 transactions, a decrease of 20%. On the other hand, the sale price of properties rose significantly, from $1 026 000 to $1 276 250, an increase of 24%. Finally, the average selling time rose from 33 to 51 days, an extension of 18 days.

Condominiums

Sales of divided and undivided co-ownerships on the Plateau rose significantly, from 46 to 67 transactions, an increase of 45%. The average sale price also rose, from $516 590 to $571 723, an increase of 11%. Lastly, the average sales time decreased slightly, from 47 to 45 days, a reduction of 2 days.

Plexes (2-5 units)

The number of income property sales on the Plateau-Mont-Royal also rose, from 22 to 31 transactions, an increase of 41%. Plexes also sold faster, with the average time to market falling from 94 to 55 days, a decrease of 39 days.

Rosemont-La-Petite-Patrie

Single-family homes

In the Rosemont district, sales of single-family homes rose sharply, from 1 to 5 transactions, an increase of 400%. House prices also rose, from $499 000 to $1 411 200, an impressive 80% increase. Lastly, the time to sell rose slightly, from 68 to 76 days, an increase of 8 days.

Condominiums

Sales of divided and undivided condominiums in the Rosemont-La-Petite-Patrie borough also rose, from 46 to 67 transactions, an increase of 45%. Sales prices followed this trend, rising from $516 590 to $571 723, an increase of 11%. Finally, the average selling time decreased slightly, from 47 to 45 days.

Plexes (2-5 units)

In the Rosemont district, sales of income properties also rose, from 22 to 31 transactions, an increase of 41%. At the same time, these properties sold more quickly, with the average time to market dropping from 94 to 55 days.

Villeray-Saint-Michel-Parc-Extension

Single-family homes

In the Villeray-Saint-Michel-Parc-Extension district, the number of sales rose sharply, from 5 to 11 transactions, an increase of 120%. The average sale price followed this trend, rising from $700 000 to $881 000, an increase of 25%. Finally, the average selling time decreased by 5 days, from 58 to 53 days.

Condominiums

Sales of divided and undivided condominiums in the Villeray district fell from 36 to 23 transactions, a decrease of 36%. The average sale price also fell, from $522 258 to $485 000, a drop of around 7%. Finally, the average sales time increased from 36 to 49 days.

Plexes (2-5 units)

The income property market in the Villeray district also recorded a slight increase, rising from 23 to 26 transactions. However, these sales took longer on average, from 65 to 75 days.

HOMA

Single-family homes

In the Hochelaga-Maisonneuve district, the number of single-family home sales remained stable at 2 transactions. However, the average sale price rose considerably, from $670 000 to $1 015 000, an increase of approximately 51.5%. Finally, the average selling time also increased, from 23 to 33 days.

Condominiums

As for sales of divided and undivided condominiums in the Hochelaga-Maisonneuve district, the number of transactions almost doubled, from 22 to 43, an increase of 95.5%. On the other hand, the average sale price fell slightly, from $422 623 to $417 807, a decrease of 1%. Finally, the average sales time decreased from 67 to 50 days, a reduction of 17 days.

Plexes (2-5 units)

Sales of income properties in Hochelaga-Maisonneuve also rose, from 5 to 14, an increase of 180%. The average sale time also decreased, from 73 to 67 days.

Outremont

Single-family homes

In Outremont, sales of single-family homes rose considerably, from 1 to 9 transactions, an increase of 800%. However, the average sale price fell from $5 500 000 to $2 260 333. Finally, the average selling time rose from 8 days to 15 days, an increase of 7 days.

Condominiums

Sales of divided and undivided condominiums in Outremont rose sharply, from 8 to 15 transactions. The average sale price also rose, from $708 500 to $791 598, an increase of 11.7%. Finally, the average sale time for these properties increased by 8 days, from 79 to 71 days.

Plexes (2-5 units)

Sales in the Southwest sector also increased, from 5 to 12 transactions. The average price also rose, from $849 800 to $800 361, an increase of almost 6%. Last but not least, the average sales time decreased from 133 to 51 days, a reduction of 82 days.

Condominiums

The condominium market in the Southwest also recorded an increase, with the average sale time rising from 53 to 78 days. The average sales price rose from $501 179 to $588 169, an increase of 17.4%. The average sales time fell from 59 to 51 days.

Plexes (2-5 units)

The income property market in the Southwest sector enjoyed strong growth. Plex sales rose from 4 to 18 transactions. However, the average selling time increased by 20 days, from 51 to 71 days.

Overview of the Montreal real estate market

Single-family homes

Sales of single-family homes rose sharply, from 269 to 374 transactions, an increase of 39%. The average house price also rose significantly, from $740 000 to $800 000, representing an increase of 8%. Finally, the average time to sell increased slightly, from 56 to 59 days, a gain of 3 days.

Condominiums

The market for divided and undivided co-properties was also booming. Sales increased by 35%, from 600 to 812. The average price of condominiums grew by 6%, from $449 000 to $477 000. The average selling time remained stable at 66 days, with no notable variation.

Plexes (2-5 units)

Plex sales recorded significant growth, rising from 170 to 268 transactions, an increase of 57%. The average sale price also climbed by 8%, from $773 500 to $836 000. Finally, the average time to sell a plex increased by 7 days, from 65 to 72 days.
